Cardiff and South Wales

Noise monitoring for construction sites across Cardiff

Cardiff is building at pace: Central Square and the Canal Quarter, Cardiff Bay and the Atlantic Wharf regeneration, student accommodation around Cathays, and large housing schemes on the edge of the city and across the Vale and Newport. Most of it is close to homes. The Control of Pollution Act 1974 applies in Wales as in England, and Cardiff Council and the neighbouring authorities commonly expect a Section 61 consent or a construction management plan with noise limits and monitoring for demolition, piling and night work, with BS 5228 as the basis.

Cardiff is less than an hour from our Bristol base across the Severn, so installs, site visits and complaint investigations across South Wales can be arranged quickly, with the dashboard live before we leave site. We also prepare Section 61 applications and the noise reports needed to discharge planning conditions for Welsh sites.

Local authorities we work with:

  • Cardiff Council
  • Vale of Glamorgan Council
  • Newport City Council
  • Caerphilly County Borough Council
  • Rhondda Cynon Taf County Borough Council
  • Bridgend County Borough Council

How a Section 61 works

How it works

Enquiry to live data in four steps

  1. 1

    Tell us about the job

Where in South Wales, the programme, the nearest houses and any limits already set. A fixed weekly price per monitor comes back, normally within a working day.

  2. 2

    Agree the limits

We settle monitoring positions, early-warning levels and the alert list with you, and with the council where the consent or condition calls for it.

  3. 3

    Install across the bridge

A consultant comes over from Bristol and fits the units to a fence post, hoarding or tripod. They connect over 4G and the dashboard is live the same visit.

  4. 4

    Monitor, alert, advise

Alerts reach your team at once and reports go where they are needed. If the data shows trouble coming, a consultant calls to talk through the options.

Questions from Cardiff sites

Construction noise monitoring in Cardiff, explained

More general questions are answered on the main FAQ, and there are practical guides in our articles.

Do I need a Section 61 consent for a construction site in Cardiff?

Section 61 of the Control of Pollution Act 1974 applies in Wales, and Cardiff Council and the neighbouring authorities often expect a consent, or a construction management plan with noise limits and monitoring, for major demolition, piling or out-of-hours working. Many planning permissions carry a condition requiring it. Working within the consent means the council cannot serve a Section 60 notice for those works. We prepare the application and negotiate it with the council for you.

What hours can noisy construction work take place in Cardiff?

Cardiff Council and the neighbouring Welsh authorities generally restrict noisy construction to weekday daytimes and Saturday mornings, with no noisy work on Sundays or bank holidays. The precise hours are those in your consent or planning condition, and work outside them needs prior agreement. Monitoring provides the evidence that the hours have been kept.

How quickly can you install a noise monitor on a site in Cardiff?

Usually within a few working days. Cardiff is under an hour from our Bristol base, the monitors connect over 4G, and installation takes under an hour per position, so the dashboard is live the same day.

Which areas around Cardiff do you cover?

All of Cardiff and the surrounding area, including Penarth, Barry, Llantrisant, Pontypridd, Caerphilly, Newport, Cwmbran and Bridgend, plus Swansea and the rest of South Wales.

Can you monitor vibration on Cardiff sites as well as noise?

Yes. Vibration monitoring (PPV, peak particle velocity) is run on the same dashboard and alert list as the noise monitors. It is usually needed for piling, demolition or compaction near the terraces, listed buildings and older structures found across Cardiff and the Valleys.
